In October 2025, SB 660 was signed into law by Governor Gavin Newsom. The bill recognizes the progress that has been made and expands the Data Exchange Framework Program by establishing new provisions for transparency and accountability, while also strengthening the program’s stakeholder governance. To increase education and understanding of the bill, HCAI drafted an SB 660 Fact Sheet that stakeholders may access here.  

On March 20, the Center for Data Insights and Innovation was proud to host nearly 250 stakeholders from across sectors, geographies, and disciplines at the 2025 Annual California Data Exchange Framework (DxF) Summit! The record attendance underscores the enthusiasm, strength, and collective commitment of the DxF community to advance data sharing and ensure all Californians have access to timely, safe, and effective whole-person care.

By January 31, 2023, hospitals, physician practices, and certain other entities must sign a data sharing agreement (DSA) governing participation in the CalHHS Data Exchange Framework. Once the Framework takes full effect on January 31, 2024, parties must exchange health data with other Framework participants.
