Creation of the DxF

AB 133 was signed by Governor Gavin Newsom in 2021 and aims to break down information silos that make it difficult for Californians to access effective, whole-person care. The legislation mandated the creation the Data Exchange Framework (DxF), developed by California Health & Human Services (CalHHS) Center for Data Insights and Innovation (CDII), which includes a Data Sharing Agreement (DSA) and a common set of Policies & Procedures (P&Ps) to govern the exchange of health information.

Ensuring Transparency and Accountability Through Effective Governance of the DxF

To ensure transparency and accountability, the DxF was made possible by a robust, comprehensive process that included individuals representing a diverse set of both public and private healthcare stakeholders with relevant expertise in health and social services data exchange and service delivery.

Roadmap to Creating the DxF

The creation and implementation of the DxF began with the Stakeholder Advisory Group, which advised CalHHS in its development and implementation of a statewide Health and Human Services Data Exchange Framework, and the Data Sharing Agreement Subcommittee, which developed recommendations for the DSA and initial set of P&Ps. CDII subsequently created the Implementation Advisory Committee (IAC) to advise on DxF implementation and the DSA P&P Subcommittee to advise on the development of, and modifications to, the single statewide DSA and its associated P&Ps. CDII also solicited public comment on draft versions of the DSA, P&Ps, and other key DxF program materials prior to finalization. Currently, the IAC and DSA P&P Subcommittee are providing input on DxF programs and priorities during public meetings. In 2023, the legislature is considering bills that would establish a governing board and designate its governance functions.

Grants Opportunities are Available to Support DxF Implementation

Governor Newsom and the legislature allocated a significant investment of $50 million over two years to support the implementation of the Data Exchange Framework throughout California’s health and social services providers.

Implementation of the DxF is an Ongoing Public Process and Involves YOU

The P&Ps have been under development since early 2022 and continue to be developed in 2023, through a public and collaborative process that is designed to take into account the needs of all health and social services providers, the individuals they serve, as well as consumers.

Public comments have been taken throughout the development and adoption of the P&Ps. This ongoing collaborative process helps ensure the implementation of the P&P’s is equitable and reflects the needs of various health entities to reach a Healthy California for All.

We encourage you to offer your expertise and experience by engaging in the P&Ps continued development, to create a more well-rounded Data Exchange Framework.

DSA Policies and Procedures Subcommittee

(The DSA P&P Subcommittee develops policies for the DxF)

The DSA P&P Subcommittee advises CalHHS/CDII and the IAC in the development of a data sharing agreement, reviews drafts of the data sharing agreement and associated public comments and advances recommendations to the Stakeholder Advisory Group.

Members are appointed by CalHHS/CDII and include individuals representing a diverse set of public and private healthcare and social service stakeholders and experts.

Implementation Advisory Committee (IAC)

(The IAC advises on policies and direction for the DxF)

The IAC advises CalHHS/CDII in its implementation of the statewide Data Exchange Framework.

Members were appointed by the CalHHS/CDII and comprise public and private healthcare stakeholders and experts.

Previous Committees Instrumental to the Development of the DxF

The early stages of the DxF development was led by the DSA Subcommittee and the Stakeholder Advisory Group. Ongoing implementation is currently led by the Implementation Advisory Committee (IAC) and the DSA P&Ps Subcommittee.

Data Sharing Agreement Subcommittee

The DSA Subcommittee supported the CalHHS DxF Stakeholder Advisory Group’s development of recommendations for the creation of the DSA and the initial set of P&Ps.

The DSA Subcommittee Members included individuals representing a diverse set of public and private healthcare stakeholders with expertise and experience relevant to the design, development, and implementation of health and cross-sector data sharing agreements.

Stakeholder Advisory Group

The Stakeholder Advisory Group advised CalHHS in its development and implementation of a statewide Health and Human Services Data Exchange Framework that governs the exchange of health information among healthcare entities and government agencies by January 31, 2024.

The Stakeholder Advisory Group was led by Dr. Mark Ghaly, Secretary of the California Health & Human Services Agency and was composed of a diverse group of experts from across the health and social services systems in California.
